It is mandatory for a dog in Germany with 30 breedings to have their hips and elbows re-xrayed before they can continue to breed. It is a good way to weed out the dogs with bad hips and or elbows. It is also a good way for the owners of these dogs to sell them when the results come back bad. There are good and honest breeders in Germany along with the cheaters that are only in it for the money. This is no secret, it has been going on for many, many years. You have to be smart enough to beat them at their own game.
